Michael R. Milner is a professor in the School of Physician Assistant (PA) Studies at the MCPHS University and the recently retired Rear Admiral and Assistant US Surgeon General of the U.S. Public Health Services, Region 1 for New England.

Mike holds a Doctor of Health Science degree from Nova Southeastern University in Florida, along with a Master of Medical Science degree from St. Francis University in Pennsylvania, and two Bachelor of Science degrees— from the University of Cincinnati and the University of Oklahoma (with Distinction). He has been granted an Honorary Doctor of Humane Letters from A.T. Still University School of Health Sciences in Mesa, Arizona. He is a certified Physician Assistant, as is his wife, Patty.

While with the US Public Health Service, Mike worked closely with the MA League of Community Health Centers and centers like Manet to reinforce the best patient care and provider training. He has experience in emergency planning, preparedness and response to all-hazards public health emergencies—knowledge he brings to the Manet Board, which he joined in 2013.
